not quite. Genoa sold its claims to Corsica in 1768. It took the french about a year to subdue the corsican nationalists but they managed just in time befor Napoleon's birth in august of that year.

But it still is true that many of the most megalomaniacal dictators belonged to minorities or other outsider groups of society. I suppose the disdain of the majority might have fuelled their urge to "excel" and show them all what they were made of.
