Strict visa policies and good border security. That's it. They don't have aircraft carriers. The 9/11 hijacking was essentially an "organized crime" -- the weapons at their disposal were knives. Their capacity to take and hold ground is limited to some godawful places on the other side of the world.

The Russians have the ability to impose their will in places we don't want them to go. Al Qaeda only has the capability of causing trouble in places we allow them to go.

Bit of a non-item isnt it?

Neither side of the war has ever agreed not to use these weapons, both sides used them as the article states!

http://www.iht.com/articles/ap/2008/...ster-Bombs.php

Is the last conference on their potential restriction. Too many people find them useful including the US.

Don't marginalize Al Qaeda too much. They are indeed a threat with the current level of border security we have in the United States and they have proven time and again throughout the world that they are a threat.

That said, the Russians are a bigger threat far and away than Al Qaeda could ever hope to be. All the weapons that Al Qaeda can only dream about are in the possession of the Russians.

I would hope the Russians aren't that stupid... They aren't particularly religious so surely they are aware of the risks...

Al Qaeda's biggest strength lies from their psychological threat - they haven't managed a spectacular attack since the Twin Towers. They don't have to though because they've established themselves as a threat. Even with their leadership and operations disrupted by operations in Afghanistan their ideal will persevere as seen by the likes of Al-Qeada in Iraq.

The main issue here is what poses the greater threat- conventional warfare between nations or non conventional warfare between nations and non-national groups?

I wonder is this part of the propaganda war? After all if the media can't report they can't contradict your version of events.

I really think all the russian threat WW3 talk is overblown. They have reacted (overeacted) to persecution of russians by georgians in South Ossetia. Most of the fleeing from S. Ossetia was in fact towards Russia, not Georgia.

I don't see Russia invading any other countries anytime soon unless they are severely provoked.

We'll see how smart the Russians play it, so far their foreign PR guys have been dumb as a bag of spanners, its about the only place the Georgians have beaten them.

Securing abandoned weapons, patrolling a contested region, all of it could have been tied up with a pretty bow for outside consumption.

So far the US has pushed the Russians via proxies, the Russians have just pushed back and we'll see where the new fence line ends up.
